		<description>Rosemary--The Post 9/11 GI Bill is the only GI Bill with family transferability, and it is only available to veterans that have been serving post September 11, 2001. Military personnel also only qualify for family transferability if they are in service, as part of military retention. Sorry about that, and hope that helps!</description>
